Karen Ignagni

Karen Ignagni serves as Chief Executive Officer of the EmblemHealth family of companies, which includes EmblemHealth, AdvantageCare Physicians, ConnectiCare, and WellSpark.

Mike Palmateer

President, EmblemHealth Family of Companies

Mike Palmateer serves as President of the EmblemHealth family of companies. He brings 40 years of insurance industry experience and has served the company in many capacities during his 16 years with EmblemHealth, including as Executive Vice President, Chief Business Officer, and Chief Financial Officer. Mr. Palmateer currently oversees sales and product management, provider network development, facilities, and business transformation, which includes information technology and business operations.

Prior to joining the organization in 2006, Mr. Palmateer was Vice President, Controller for WellChoice, Inc. d/b/a/ Empire Blue Cross Blue Shield (now known as Anthem Blue Cross and Blue Shield), a leading health insurance carrier in New York. In that role, Mr. Palmateer led many significant initiatives, including transforming the finance function in preparation for Empire’s conversion from a not-for-profit to a for-profit company. Prior to Empire Blue Cross Blue Shield, Mike progressed steadily through the Finance Division at the Guardian Life Insurance Company.

Mr. Palmateer is a graduate of Indiana University, and holds a Bachelor of Science degree in Accounting. He also earned an MBA in Finance from Fordham University and is a licensed Certified Public Accountant in the state of New Jersey.

Dr. Navarra Rodriguez

President and Chief Medical Officer for AdvantageCare Physicians

Dr. Navarra Rodriguez serves as President and Chief Medical Officer for AdvantageCare Physicians. Dr. Rodriguez has led the practice’s transformation from traditional fee-for-service to value-based, patient-centric population health management. She oversees the medical leadership and health improvement activities for the practice. Dr. Rodriguez is a practicing board certified Internal Medicine physician and continues to see patients at AdvantageCare Physicians’ Washington Heights Medical Office. Dr. Rodriguez obtained her medical degree from Columbia University College of Physicians and Surgeons, and her undergraduate degree from Harvard University. She completed her residency in internal medicine at NewYork-Presbyterian Hospital.

She was awarded on the list of the Top Young Trainers by Training Magazine in 2012 and as a “Game Changer” award by Workforce Magazine in 2014. Former President of the Real Estate Board of New York (REBNY)

John H. Banks, III is the former President of the Real Estate Board of New York (REBNY), the City’s leading real estate trade association with more than 17,000 members including major commercial and residential property owners, builders, managers, brokers and salespeople. Since his appointment in 2014, REBNY has made significant achievements advocating for fair and important legislation to address critical issues surrounding affordable housing, illegal short-term rentals, transportation, sustainability, rezoning and landmarking, among many others. Prior to REBNY, Banks was Consolidated Edison Inc.’s Vice President of Government Relations for 13 years, during which he also served as Vice Chairman of the New York City Charter Revision Commission in 2010 and worked on New York City Mayor Bill de Blasio’s transition in 2013. Before Con Edison, Banks worked as Chief of Staff for the New York City Council, Director of Government Relations at Con Edison, and Deputy Director of the New York City Council’s Finance Division. Banks’ first role in government was working for Mayor Edward Koch in his Office of Operations after graduating from Manhattan College with a Bachelor’s degree in Economics and Government. Banks serves on the boards for the New York Public Library, Vincent J. Fontana Center for Child Protection, Manhattan College, and EmblemHealth, Inc. He is a resident of Pelham Manor, New York where he lives with his wife and two children.

Interim Director of the Patel College of Global Sustainability; Visiting Professor of Social Entrepreneurship, Muma College of Business; and Professor, Institute for Innovation & Advanced Discovery, University of South Florida. -- Richard A. Berman has served as a director of EmblemHealth since 2006, and was a director of HIP from 1996 to 2006. He is a Visiting Social Entrepreneurship Professor at the Muma College of Business, and a Professor for the Institute for Advanced Discovery & Innovation. He was the Interim Dean of the Patel College of Global Sustainability from 2015-2017, at the University of South Florida. Mr. Berman was the President and CEO of LICAS, Inc., a K-12, college and university and health care consulting firm that he founded in 2009. He was elected to membership of the National Academy of Medicine (formerly the Institute of Medicine) in 1986. He has served as a senior advisor to the Commissioner of the U.S. Food and Drug Administration. He received two Fulbright Specialist Program grants to work in Uganda and Rwanda. Mr. Berman was also a consultant to the Joint Special Representative of the African Union/United Nations Peacekeeping Mission in Darfur. He was President of Manhattanville College from 1995 to 2009. He was a member of the Board of Westchester County Medical Corporation from 1998 until 2009, and served as Chairman of its Board of Directors from 2006 to 2009. Mr. Berman served as a health care specialist for Korn-Ferry International from 1990 to 1991 and for McKinsey & Company from 1987 to 1990. Mr. Berman was a trustee of the State University of New York (SUNY) from 1993-1995. He also served as an Executive Vice President of New York University Medical Center from 1983 to 1986, served as the Commissioner of the Division of Housing and Community Renewal for New York State from 1981 to 1983, and was the Director of the New York State Office of Health Systems Management from 1977 to 1980. Mr. Berman was the Chairman of the Board of Seeds of Peace from 2007-2012 and a board member since 2003. Mr. Berman was also a board member of Lillian Vernon Corporation, a publicly traded direct mail company, from 1997 to 2003.

Jo Ivey Boufford, MD

Clinical Professor of Global Health at New York University

Jo Ivey Boufford, MD, is President of the International Society for Urban Health (2017-19), Clinical Professor of Global Public Health at the College of Global Public Health at New York University, and Clinical Professor of Pediatrics at the NYU School of Medicine. She is the immediate past president of the New York Academy of Medicine (2007-2018) and served as Principal Deputy Assistant Secretary for Health in the U.S. Department of Health and Human Services (HHS) from November 1993 to January 1997, and as Acting Assistant Secretary from January 1997 to May 1997. While at HHS, she was the U.S. representative on the Executive Board of the World Health Organization (WHO) from 1994–1997. She was elected to membership in the U.S. National Academy of Medicine (formerly the Institute of Medicine (IOM)) in 1992, served on its board on Global Health, and served two four-year terms as its Foreign Secretary from 2003 to 2011. She currently co-chairs the National Academy of Medicine (NAM) Forum on Public-Private Partnerships for Global Health. She was elected to membership of the National Academy of Public Administration in 2015.

Wayne Cafran

Retired Partner from KPMG

Wayne Cafran is a healthcare expert and market leader with a record of guiding clients and audit committees through complex challenges. He is a retired KPMG Partner with more than 30 years serving the healthcare sector. He led the Healthcare Advisory services practice in the Metro NY region with responsibility for oversight, growth, and business development of strategic accounts. He served as a national leader for the Healthcare Internal Audit practice as lead partner to the firm’s largest clients. He is a valued advisor for his insight and experience with enterprise-wide risk assessments, internal controls, and regulatory change. Cafran has earned the respect of executive leaders and boards for his integrity and ability to make difficult decisions. He has demonstrated a career-long devotion to mentoring and promoting inclusion and diversity. He served as the NY Veterans Chapter partner champion and a member of the KPMG African American Business Resource Group. He is currently coaching executives in leadership skills. Mr. Cafran received his Masters in Public Administration degree from New York University and undergraduate degree in Political Science from SUNY Binghamton. He served as Chairman of the board for Liberation Programs.

Kathy Hirata Chin

Partner, Crowell & Moring LLP

Kathy Hirata Chin is a Partner at Crowell & Moring LLP, where she is a member of the healthcare and litigation groups. Ms. Chin graduated from Princeton University magna cum laude and Columbia Law School, where she was Editor-in-Chief of the Journal of Transnational Law. Ms. Chin served as Commissioner on the New York City Planning Commission from 1995 to 2001 and is currently Acting Chair of the New York City Commission to Combat Police Corruption. She currently serves on the Attorney Emeritus Advisory Council and the Commercial Division Advisory Council, appointed to both by former Chief Judge Jonathan Lippman of the New York State Court of Appeals, and as Co-Chair of the Board of Directors of the Medicare Rights Center, a national nonprofit organization dedicated to helping older adults and people with disabilities get affordable health care. Since 2016, she has been a member of the Second Circuit Judicial Council Committee on Civic Education & Public Engagement and of the First Department Judicial Screening Committee, appointed by former Governor Andrew Cuomo. In 2021 she became a member of the Board of the New York City Bar Association and of EmblemHealth.

John Feerick, Esq.

Chairman, EmblemHealth, Professor of Law and Former Dean of Fordham University

John D. Feerick, Esq. has served as a director of EmblemHealth since 2006 and was a director of GHI from 1998 to 2008. He has served as a law professor at Fordham University Law School since 1982, and was Dean of the school from 1982 to 2002. Mr. Feerick has served as a director of the Jesuit School of Theology of Santa Clara University from 2002 to 2018. He was a trustee of New York Medical College from 2000 to 2007. Mr. Feerick served as a director of Wyeth, Inc. from 1987 to 2008, which included 12 years as Chairman of its Audit Committee. Mr. Feerick was a director of Sentinel Group Funds, a diversified family of open-end mutual funds from 1984 to 2009, and was a trustee of the Sentinel Pennsylvania Tax Free Trust from 1993 to 2006. Mr. Feerick served on the audit and pricing committee of the Sentinel Group Funds from 1994 to 2006 and from 2007 to 2009, and on the audit committee of Sentinel Pennsylvania Tax Free Trust from 1994 to 2006. Mr. Feerick served as a board member of GTJ REIT, Inc., a real estate investment trust, from 2006 to 2007. Mr. Feerick served as Chairman of the New York State Ethics Commission from April 2007 to September 2007, and served as Chairman of the New York State Commission on Public Integrity from September 2007 to February 2009. Mr. Feerick chaired the New York State Government Integrity Commission from 1987 to 1990 and also the New York State Commission to Promote Public Confidence in Judicial Elections from 2002 to 2005 and the Judiciary's Cameras in the Court Committee. Mr. Feerick served as President of the Citizens Union Foundation for a period of years and served as a lawyer at the firm of Skadden, Arps Slate, Meagher and Flom LLP from 1961 to 1982. Also, past service includes serving as a representative of New York City to the Office of Collective Bargaining and serving as a member of the New York State Law Revision Commission as well as a member of the Special Panel on Family Homelessness in New York City and as a Judicial Referee of Public Funding for the New York City public schools. Past private service includes serving as president of the New York City Bar Association and chairing the Board of Directors of the American Arbitration Association and the Fund for Modern Courts. Mr. Feerick currently serves as Co-Chair of the New York Chief Judge's Attorney Emeritus Council.

Gregory Floyd

President of Teamsters Local 237, IBT

Gregory Floyd serves as the President of Teamsters Local 237, IBT. As the largest local in the 1.4 million-member International Brotherhood of Teamsters, Local 237—with nearly 24,000 members—represents a diverse group of public employees in New York City and on Long Island, with job titles that span the spectrum of public service from School Safety Agents, to NYCHA Caretakers, to Public Hospital Police, to Civil Service Attorneys, to name just a few. Mr. Floyd has been a committed and dedicated union member since joining Teamsters Local 237 more than 33 years ago. His strong leadership abilities enabled him to advance from a hospital police officer position to the rank of captain with the NYC Health and Hospitals Corporation (HHC), making him the youngest hospital police captain in the HHC’s history. In 1994, Mr. Floyd was appointed Local 237’s deputy director for peace officer titles by President Carl Haynes and in 1999 he became director of Local 237’s Citywide Division. In January 2003, Mr. Floyd was elected to serve as trustee on Local 237’s Executive Board. A year later, he won election as the union’s secretary-treasurer and was also appointed chief negotiator. In March 2007, Mr. Floyd was elected to serve as the union’s 5th president and, in October 2009, he was elected to his first full term. In October 2014, Mr. Floyd was overwhelmingly elected to serve another term. In April 2015, he was appointed to serve as an International Trustee on the General Executive Board of the International Brotherhood of Teamsters (IBT). In June 2016, Mr. Floyd was elected Vice President-at Large by the General Executive Board of the IBT. Mr. Floyd also serves as a trustee to the Board of New York City Employees’ Retirement System (NYCERS), one of the largest public pension funds in the nation, with assets of $41 billion. Additionally, Mr. Floyd is a vice president of the New York State AFL-CIO and the New York City Central Labor Council, as well as secretary of the Municipal Labor Committee and the recording secretary of the Executive Board of Teamsters Joint Council 16. He was also recently cited by the Institutional Investor as among the “40 most influential people in the battle to decide the future of U.S. pensions.” Mr. Floyd is a featured columnist for both the Amsterdam News and HuffPost, and the host of a public affairs program on radio station 970 AM, “Reaching Out with Gregory Floyd,” which airs in New York City and on Long Island on Time Warner and other cable TV systems.

Paul Gibson

Former Officer of Continental Grain Company

Paul E. Gibson is retired after 33 years at Continental Grain Company, at which he served as an officer of the company, responsible for its investment administration (back office to its trade operations) and cash management. He was also part of the family office of the company’s owner. Before joining EmblemHealth’s board, he served as a board member of HIP of Greater NY, ConnectiCare Holding Company, and HIPIC. He also held a seat on GHI’s board for a brief period. Mr. Gibson began his involvement as a member of the leadership team on HIP’s Member Council in the 1990s. During his tenure with our organization, he has served on several board committees, including: Audit, Investment, Quality, Compliance, Compensation, Nominating, and a few ad hoc committees such as the Oversight Committee (during the period when HIP and GHI combined to form EmblemHealth). He has been involved as a volunteer board member with many not-for-profits, including: Jamaica YMCA, Jamaica NAACP Day Care Inc., New York Urban League, and 100 Black Men of Nassau County, to name a few. Currently, Paul is President of the Uniondale Community Land Trust.

Rosa Gil, DSW

Founder, President and CEO of Comunilife, Inc.

Dr. Rosa M. Gil is the Founder, President and CEO of Comunilife, Inc., a health and human services agency founded in 1989 to improve the quality of life and create a healthier tomorrow for New Yorkers with special needs in the Hispanic and broader community by providing culturally competent health and human services and a continuum of affordable and supportive housing for homeless persons. Comunilife has been recognized for developing Community-Defined Best Practices for Latinos. She has had a distinguished career in the fields of health, mental health, social services, and higher education. Dr. Gil served as a Mayor’s Health Policy Advisor. She is the former Chairperson of the NYC Health and Hospitals Corporation, Executive Director of Woodhull Medical Center and Metropolitan Hospital, Senior Vice President of Generation and Northern Manhattan Health Network, Senior Vice President of Mental Hygiene Services at the NYC Health and Hospitals Corporation, and Executive Deputy Commissioner for Families and Children Services at the NYC Human Resources Administration. Dr. Gil is the former University Dean for Health Sciences at the City University of New York. Some of her accomplishments include prevention and wellness initiatives; expansion of primary care; implementation of Medicaid managed care in New York City; increased access to health insurance; creation a continuum of supportive housing for seniors, persons living with HIV/AIDS and mental illness; creation of NYC’s first Medical Respite Housing Program and the nationally recognized Life is Precious™ Program for Latina teens at risk of suicide. Dr. Gil has been appointed to numerous boards, including the NYC Mayor's Commission on Health Care for our Neighborhoods, NYS Suicide Prevention Council, the Board of Health (NYC Department of Health and Mental Hygiene), NYC Community Services Board (NYC Department of Health and Mental Hygiene), NYC Mayor’s Supportive Housing Task Force, and NYS Governor’s Interagency Council on Homelessness. Dr. Gil is a member of President Jimmy Carter’s Mental Health Task Force and the Board of Trustees of EmblemHealth. Previously, she also served as a member of the Commission of Health Care Facilities in the 21st Century (The Berger Commission), and the Minority Women Panel on Health Experts (U.S. Public Health Services). Dr. Gil has published numerous articles on mental health, ethnicity, and child welfare and gender issues. She is the co-author of the "The Maria Paradox," the first authoritative book on self-esteem and Hispanic women.

Sam Havens

Former President of Prudential Healthcare

Sam Havens graduated from Hamilton College in 1965 and joined the Prudential Employee Benefit Division in the Philadelphia sales office. After 5 years in various sales positions, Mr. Havens left to attend Temple Law School. He graduated in 1973 and joined a local law firm. In 1974, Mr. Havens returned to Prudential as Vice President in its HMO Division. He was named President of that unit in 1981. In 1985, this unit was merged into the Employee Benefit Division and Mr. Havens was promoted to Senior Vice President and in 1990 was named President. Mr. Havens retired in 1996, and for the past 23 years has served as investor, board member and advisor to more than 20 early-stage health service firms including Teladoc, Vital Decisions, MedeAnalytics, Avalon Healthcare Services, Resolution Health, Apixio, National Imaging Associations (NIA), MedSolutions, Abacus Insights, and Cecelia Health. He also served on the Board of GHAA-AHIP for 15 years and as Chairman from 1990-1992. Mr. Havens served on the Board and as Chair of the Compensation Committee of RI Blue Cross from 2004-2011.

Karen Ignagni serves as Chief Executive Officer of the EmblemHealth family of companies, which includes EmblemHealth, AdvantageCare Physicians, ConnectiCare, and WellSpark. EmblemHealth was formed through the merger of two New York legacy insurance plans, Group Health Incorporated (GHI) and Health Plan of New York (HIP), and today provides quality, affordable health care coverage and administrative services to approximately 3.1 million people. Prior to joining EmblemHealth in September 2015, Ms. Ignagni was President and CEO of America’s Health Insurance Plans (AHIP), the insurance industry association that represents providers of health and supplemental benefits to more than 200 million Americans. At AHIP, Ms. Ignagni was active in working with the White House and congressional leadership on the development of health reform legislation, including the Patient Protection and Affordable Care Act (ACA). She also led two mergers with other organizations to form AHIP, and made it the leading voice for the health plan community in America. During her tenure, AHIP was ranked by Washington insiders as the second most effective trade association in Washington. Ms. Ignagni also directed the AFL-CIO’s Department of Employee Benefits. She was a Professional Staff Member on the U.S. Senate Labor and Human Resources Committee and worked at the U.S. Department of Health and Human Services. Ms. Ignagni has won many accolades for her leadership in the health care industry, earning recognition by leading publications, including The New York Times, National Journal, The Hill, Time magazine, the Washingtonian, Fortune magazine, and Modern Healthcare, for her extensive health policy background and intrinsic feel for politics. In 2017, Ms. Ignagni received the Heritage Healthcare Leadership Award and was named one of Crain’s 50 Most Powerful Women in New York. She serves on the Governor’s Council on Women and Girls and also serves on the New York Department of Financial Services (DFS) State Insurance Advisory Board.

Barbara Shattuck Kohn

Investment Banker specializing in the health care industry

Barbara Shattuck Kohn has been an investment banker specializing in the health care industry for over 35 years. She started her career as a municipal bond analyst at Standard & Poor's Corporation and then went to Goldman Sachs & Company, where she was one of the first female Vice Presidents at the firm and was head of the municipal finance healthcare investment banking group. She then started Cain Brothers, Shattuck & Company, a health care financial advisory firm that subsequently became Shattuck Hammond Partners, Inc. As president of Shattuck Hammond, Ms. Shattuck Kohn was responsible for a firm of 60 professionals in four offices. That firm was acquired by Morgan Keegan and eventually became a part of Raymond James. Ms. Shattuck Kohn currently maintains an office at Hammond Hanlon Camp LLC and has been a director of numerous corporate and charitable organizations. She is currently a director of Penn National Gaming (a NASDAQ company) and EmblemHealth. She is also the Chair of the board of the Four Freedoms Park Conservancy in New York, a presidential memorial honoring Franklin D. Roosevelt. Ms. Shattuck Kohn graduated from Connecticut College and is a registered broker-dealer with the SEC.

Karin Mayhew

Former Senior VP, Organization Effectiveness for Health Net, Inc.

Karin Mayhew was senior vice president, Organization Effectiveness for Health Net, Inc., one of the nation’s largest publicly traded managed health care companies. Ms. Mayhew was responsible for strategy, policy development and administration of all aspects of human resources, including compensation, benefits, performance evaluation and rewards, staffing, equal employment and diversity, development, organization effectiveness, and change management. She served on the due diligence team that negotiated the sale of Health Net to Centene in 2015. After retiring, Ms. Mayhew lead the Health Net transition and integration process for the acquisition in a consulting capacity. Prior to joining Health Net in April 1999, Ms. Mayhew served as senior vice president, Organization Development for Southern New England Telecommunications Corporation. There she was responsible for human resources, labor relations and organizational effectiveness. In addition, Ms. Mayhew was responsible for the corporate restructure into wholesale and retail businesses and served as a member of the merger due diligence and integration team. Ms. Mayhew held senior positions in a variety of areas in telecommunications for more than 20 years. Ms. Mayhew received a Masters Degree from Wesleyan University, Middletown, Connecticut and a Bachelor of Arts from Marymount College at Fordham University, New York. She also completed the Smith College Management Program and the University of Michigan’s Advanced Human Resources Executive Program. Ms. Mayhew has been a lecturer at the Center for Executive Education, Babson College, Wellesley, Massachusetts.

Dr. Bernard Schayes is a practicing primary care physician in New York City. He has more than 35 years of clinical and academic experience treating a diverse variety of patients. The focus of his practice is the early detection and prevention of disease. He incorporates a multifunctional approach to health optimization. Dr. Schayes completed his internship and residency at Nassau County Medical Center. He is now affiliated with Lenox Hill/Northwell Health and Mount Sinai Hospital. As a preceptor for New York Medical College and Mount Sinai School of Medicine, Dr. Schayes teaches physical diagnosis and human physiology to 3rd & 4th Year medical students. He has been honored by past Archbishop Cardinal Edward Egan of New York for his dedication to the frail and elderly at Kateri Nursing Home. He is a member of the quality Committee of EmblemHealth.
