Changes to New York City Medicaid and Family Health Plus Transportation Benefit Effective January 1, 2013

Date Issued: 1/14/2013

Beginning January 1, 2013, the transportation benefit will change for both Medicaid managed care and Family Health Plus (FHPlus)* members enrolled in New York City:

  • Medicaid: Emergency and nonemergency medical transportation will be covered by regular Medicaid.
  • Family Health Plus: Only nonemergency medical transportation will be covered by regular Medicaid.

HIP will no longer cover emergency and nonemergency transportation services for our New York City Medicaid enrollees and nonemergency transportation for New York City FHPlus members. This means that HIP-participating practitioners will no longer be required to reimburse Medicaid and FHPlus members enrolled in New York City for the cost of transportation to and from medical appointments.

Obtaining nonemergency transportation after January 1, 2013

When Medicaid and FHPlus members in New York City need nonemergency transportation on or after January 1, your staff or the member must call the LogistiCare Transportation Call Center at 1-877-564-5922. Deaf or hearing impaired members may use 1-866-288-3133 (TTY) to reserve these services. Members can also request nonemergency transportation services online at www.NYCMedicaidRide.net.

If possible, call LogistiCare at least three days before the medical appointment to give them the appointment date and time, the pick-up and drop-off addresses and the doctor’s name. For Medicaid members, the patient’s Medicaid Client Identification Number (CIN) must also be provided. The CIN is the ID number on the front of HIP Medicaid and FHPlus member ID cards, minus the first alpha character and the -01 suffix.

Nonemergency medical transportation includes: personal vehicles, buses, taxis, ambulettes and public transportation.

Obtaining emergency transportation after January 1, 2013

Both Medicaid and FHPlus members enrolled in New York City will continue to get emergency transportation as they do now — by calling 911. However, ambulance services will bill FFS Medicaid for Medicaid members and will bill HIP for FHPlus members.

If you have any questions about this change before January 1, 2013, please contact us through our Message Center by signing in to secure provider Web site from the provider page of www.emblemhealth.com. After January 1, 2013, call LogistiCare at 1-877-564-5922.
