Don’t Forget to Hit “Submit” for Preauthorizations
Over the past few months, we introduced new screens at the end of the preauthorization transaction on our provider portal to collect additional information that helps us approve your requests faster. These screens require the user to click the “Submit Request” button at the very end of the transaction. However, some are missing this vital step.
If you are offered the chance to complete the new MCG screen(s) that has been added to the preauthorization request transaction, remember to use the “Submit Request” button so the information can be correctly routed. This will save you and your patients significant time waiting for a reply.

Diabetes Awareness Month
The Centers for Disease Control and Prevention (CDC) offers recommendations to help people living with diabetes better manage their condition and improve their health. These preventive practices include:
- Regular A1C testing.
- Annual foot exams.
- Annual eye exams.
- Diabetes self-management education and support (DSMES) classes.
- Physical activity.
- Not smoking.
- Daily blood sugar monitoring.

Lung Cancer Awareness Month
Let’s Talk Lung Health With Your Patients
Lung cancer is the leading cause of cancer deaths in America. Screening is used to detect lung cancer early when it is more likely to be curable. According to the American Lung Association, If lung cancer is caught before it spreads, the likelihood of surviving five years or more improves by 63%.
National Lung Cancer Screening Day is Nov. 11, 2023. The American Cancer Society and U.S. Preventive Services Task Force recommend yearly lung cancer screening with a low-dose CT scan for current and former heavy smokers ages 50 and older.

It can still be tricky knowing what to tell your patients about vaccines, especially COVID-19 vaccines. “To vaccinate or not to vaccinate?” – that is the question on everyone’s mind. NY Medicaid, HARP, and Child Health Plus Updates
Help Members Prepare To Renew Coverage
We want to make sure your patients maintain their coverage and continue to receive the care you provide. Remind your patients to have documentation ready prior to renewing their health coverage for EmblemHealth Enhanced Care (Medicaid), Enhanced Care Plus (HARP), Child Health Plus (CHPlus), and Essential Plan (EP).
The lack of required and/or accurate documentation is a significant reason for termination of their benefits.
For a list of information needed for renewal, refer your patients to the Renewal Checklist. For in-person help preparing documentation, patients can visit an EmblemHealth Neighborhood Care location where they can meet with our team.
Home Care Worker Wage Parity Compliance Due Nov. 30
In accordance with updated guidance from the New York State Department of Health, all contracted licensed home care services agencies and consumer directed personal assistance program fiscal intermediaries must complete and submit the Department of Labor form LS300, “Annual Compliance Statement of Wage Parity, Hours and Expenses,” for calendar-year 2022 (and 2021, if not already submitted last year) to EmblemHealth via email at wageparity@emblemhealth.com.
The due date for independently audited financial statements verifying wage parity expenses for calendar years 2021 and 2022 will be announced later.
Postpartum Coverage Expanded to One Year
Effective June 14, 2023, the duration of postpartum health coverage for EmblemHealth Medicaid and CHPlus members was expanded from 60 days to a full year following pregnancy, regardless of immigration status or how the pregnancy ended. The postpartum period is critical for recovering from childbirth, addressing complications of delivery, ensuring mental health, managing infant care, and transitioning from obstetric to primary care. Consumer Directed Personal Assistance Program Agreement
As a reminder, contracted fiscal intermediaries (FIs) must submit the signed “Consumer Directed Personal Assistance Program Agreement Between the Consumer/Designated Representative and the Health Plan” (Consumer Agreement) to EmblemHealth upon the authorization of consumer directed personal assistance services for an EmblemHealth Medicaid member. This agreement should be sent to EmblemHealth’s long-term support services by email at longtermsupportservices@emblemhealth.com or fax at 212-510-5248.

Change of Address (and Contact) Notification
Providers must notify Medicaid of any change of address, telephone number, or other pertinent information within 15 days of the change. For more information on this requirement and how to submit changes, see Reminder: Keep Your Directory Data Current.

Claims Corner
Reminder: PNC ECHO Sending Collaborate Program Payments
Beginning October 2023, all payments for the Veradigm Collaborate risk adjustment program will come from PNC ECHO, a claims payment and remittance (CPR) service powered by ECHO Health, Inc.
We have been using PNC ECHO for claims payments since 2020. If you have already created an account with PNC ECHO, there is nothing for you to do. However, if you haven’t yet signed up, it’s important that you do so immediately to avoid delay in payment.

We have answers to frequently asked-questions (FAQs) and other information about CPR on our website. For assistance with any technical support issues or to check the status of an electronic funds transfer (EFT) enrollment, providers can contact PNC ECHO at 888-834-3511.
Reimbursement Policy Updates
We are introducing a formalized reimbursement policy, Multiple Procedure Payment Reduction Cardiology/Ophthalmology, which applies to both EmblemHealth and ConnectiCare. There are no changes to the guidelines or criteria we have been using to process claims.
ConnectiCare’s payment policy, ASC Grouper 2023 Commercial, was updated Oct. 1, 2023, to include new codes. Ambulatory surgical groupers will be paid according to surgical contracted rates when billed with revenue codes 360 or 490. If surgical services are billed with revenue codes other than 360 or 490 – and the claims contain charges for anesthesia and/or recovery room – claims will be paid according to the surgical contracted rates unless otherwise negotiated.

Reminder: New York Law Prohibits Certain Terms in Health Plan Provider Contracts
Effective July 1, 2023, all participating agreements were updated to eliminate most-favored nations provisions as well as any prohibitions on the disclosure of:
- Actual claim costs.
- Price or quality information that must be disclosed under federal law, including the allowed amount, negotiated rates or discounts, or any other claim-related financial obligations, including, but not limited to, patient cost-sharing or any public compilation of reimbursement data such as the New York All Payer Database.

Free Patient Management and ICD-10 Coding Webinars
EmblemHealth works with Veradigm to offer free monthly webinars to help educate providers on best practices regarding the risk adjustment process, including accurate medical record documentation and claims coding to capture the complete health status of each patient. To register, go to our Online Learning > Veradigm Webinars web page to scan topics and dates. Click the Registration button at the bottom, then the Public Event List link, and search by webinar date or title of interest.
The Veradigm webinars are held on Tuesdays and Thursdays, one in the morning and one in the afternoon, to accommodate all schedules. Here are the October and November topics:

If a provider in your practice is leaving, please inform us as soon as possible. To report other changes, sign in to your Provider/Practice Profile for EmblemHealth or ConnectiCare. If you participate with us under a delegated credentialing agreement, please have your administrator submit these changes. See more on how to submit changes for EmblemHealth and ConnectiCare.
Remember to review your CAQH application every 120 days and ensure you have authorized EmblemHealth as an eligible plan to access your CAQH information.

Audits and Reviews
Episource Conducting Medical Record Requests
EmblemHealth and ConnectiCare partner with Episource to conduct Medicare and NYSOH/Connecticut Marketplace chart reviews required by the Centers for Medicare & Medicaid Services (CMS).
The purpose of the chart review is to capture proper ICD-10 coding and identify any areas of improvement. Instances of improper coding will be identified during the review and shared with you. Proper coding helps us better serve our members.
If you receive a medical record request from Episource, please follow the instructions and send the requested documentation directly to Episource. Medical record requests will be ongoing throughout the year. We appreciate your prompt response to all Episource medical record requests.
Medical Record Requests for 2022 HHS-Risk Adjustment Data Validation Audit (HHS-RADV)
EmblemHealth and ConnectiCare are required to respond to the annual Department of Health & Human Services (HHS)-Risk Adjustment Data Validation Audit (HHS-RADV) of its Affordable Care Act (ACA) exchange members.
Beginning this summer, our contracted initial validation auditor, Cognisight, Inc., will contact those practitioners who provided care to EmblemHealth and ConnectiCare members that are part of the HHS-RADV sample. Cognisight will ask providers to submit the complete medical record for specific patients for dates of service between Jan. 1, 2022, and Dec. 31, 2022.
A member authorization is not required to release the medical records based on the business associate agreement between EmblemHealth/ConnectiCare and Cognisight.
When you receive a request from Cognisight, we ask that you respond promptly and submit the required documentation using a secure delivery method. Cognisight will provide detailed submission instructions in its communication materials.
Providers who work with a vendor to manage medical records are encouraged to notify their service suppliers now so that responses to Cognisight’s requests can be issued timely.
