Next Steps Taken for Creating a New Health Plan

We are sharing a press release by the City of New York announcing that it is taking the next step in the process of creating a new health plan to be offered to active New York City workers, pre-Medicare eligible retirees, and their dependents. The plan will be called the NYC Employees PPO plan. It would launch Jan. 1, 2026, if approved by the Municipal Labor Committee (MLC) and finalized through the City’s contracting process.

This new plan would replace the EmblemHealth GHI CBP/Anthem Blue Cross Blue Shield plan. It provides for complete coordination of both medical and hospital benefits by EmblemHealth in our core 13 downstate counties. UnitedHealthcare will provide coverage outside of these counties and across the country.

Please note: The City HMO Gold plan remains in place, with EmblemHealth continuing to manage the hospital and medical benefits.

We are excited to share the City’s press release and will be sharing more information as we go through the contracting process with the City and its unions.
