1% Payment Reduction to Medicaid/HARP Providers

The New York State 2025 fiscal year budget specifies a 1% payment decrease across the board to all Medicaid and Health and Recovery Plan (HARP) providers. Therefore, beginning March 27, 2026, EmblemHealth’s Medicaid and HARP providers will see a decrease in payments reflected in their Explanations of Payments. EmblemHealth will automatically reprocess claims received for dates of service from April 1, 2024, and make applicable payment adjustments to our Medicaid/HARP providers.
