EmblemHealth SafeLink Phone Program


EmblemHealth Medicaid members may be eligible to get a free smartphone with data and minutes each month. With the new smartphone, members also get easy access to health care support from EmblemHealth.

The SafeLink phone program provides a free smartphone with data, minutes, and messaging services. It is a Lifeline program which is a federal benefit that is supported in New York State by SafeLink Wireless.

The goal is to make it easier for members to get care, while helping to improve the quality of care.

  • Free phone services from SafeLink Wireless including:
    • 350 monthly calling minutes
    • Unlimited text messaging
    • 1 GB of monthly data
  • Voicemail, caller ID and call waiting
  • Free technical support from SafeLink Wireless at 1-877-631-2550
  • Free outbound calls to EmblemHealth member services at 1-855-283-2146 to help you better manage your health care.
  • Free calls to 911 emergency

Members can also choose to Keep Their Own Smartphone* and receive 350 minutes, unlimited text, 1.5GB of data for the first 3 months (1GB thereafter).**

*To Keep Your Own Smartphone, you must have a compatible GSM phone (which includes T-Mobile and AT&T compatible phones). Your phone must also be unlocked. Several other carriers also use GSM networks. To confirm yours is included, call your carrier.

**Unused data will not carryover from month-to-month. A month equals 30 days.

  • EmblemHealth members who are New York State Medicaid eligible
  • If you are under the age of 18, a parent or legal guardian can apply on your behalf
  • Members living at the same household or address who do not share economic resources or financially support each other

There are three ways to enroll:

  1. Visit www.safelink.com to apply online (this is the fastest way to enroll)
  2. Fill out the paper application and mail it back

The phone belongs to the EmblemHealth member.

The phone does not need to be returned to EmblemHealth or SafeLink Wireless even if they are no longer part of the health plan or Medicaid.

The program benefit cannot be switched to another person.

If there is a technical issue with the phone, the SafeLink Wireless representative will attempt to troubleshoot the issue. If the issues persist, SafeLink Wireless will replace phones that are still under the 1 year warranty. A phone might not be replaced if it shows signs that it has not been taken care of.

The lost or stolen phone will be replaced once every twelve months. TracFone will provide a free replacement SIM card if a customer would like to activate their own compatible phone.

  • A change of mailing address within 30 days
  • A change of email address within 30 days
  • A lost or stolen phone within 48 hours
