EmblemHealth Medicaid members may be eligible to get a free smartphone. The SafeLink phone program provides a free smartphone with data, minutes, and messaging services. It is a lifeline program which is a federal benefit that is supported in New York State by SafeLink Wireless. The goal is to make it easier for members to get care, while helping to improve their quality of care.

  • Free smartphone; the phone is yours and does not need to be returned to EmblemHealth or SafeLink Wireless even if you are no longer part of the health plan or Medicaid.
  • Free service from SafeLink Wireless, including:
    • 350 monthly calling minutes
    • Unlimited text messaging
    • 4.5 GB of monthly data
    • Voicemail, caller ID, and call waiting
    • Free technical support
    • Free outbound calls to EmblemHealth Customer Service at 855-283-2146 to help you better manage your health care
    • Free emergency calls to 911

Members can also choose to keep their own smartphone* and receive 350 minutes, unlimited text, and 4.5 GB of data^.

You must make at least one phone call or send a text message each month in order to keep your LifeLine benefits.

*Your hotspot or BYOP (bring your own phone) service can only be activated where service is available, offered, and supported by SafeLink. Services are provided at SafeLink's discretion. Compatible device required.
^Unused balance will not carry over from month to month. A month equals 30 days.

  • EmblemHealth members who are New York State Medicaid eligible.
  • If the member is under the age of 18, a parent or legal guardian can apply on their behalf.
  • Members living at the same household or address who do not share economic resources or financially support each other.

There are two ways to enroll:

  1. Visit to apply online (this is the fastest way to enroll)
  2. Call SafeLink Wireless at 1-877-631-2550

If there is a technical issue with the phone, a SafeLink Wireless representative will attempt to troubleshoot the issue. If the issues persist, SafeLink Wireless will replace phones that are still under the 1-year warranty. A phone might not be replaced if it shows signs that it has not been taken care of. If the phone is lost or stolen, report it to SafeLink Wireless within 48 hours. Call 1-877-631-2550. 

You must report email or address changes to SafeLink Wireless within 30 days.
